Public Health: auditing taverns & shebeens during COVID19

Introduction

Pista Ventures, known for its innovative solutions in entrepreneurial and social challenges, was subcontracted by The Hookup Dinner (THUD) to conduct a comprehensive audit of taverns and shebeens in Kwazulu Natal. This initiative was a response to the stringent alcohol restrictions implemented across South Africa due to the COVID-19 pandemic. The primary goal was to ensure these establishments complied with health, safety, and lockdown regulations, safeguarding community well-being while supporting the continuity of local businesses.

Understanding of Brief

The brief from THUD outlined a detailed two-week survey and audit plan covering taverns and shebeens across Kwazulu Natal. The key objectives included verifying the current certifications of each establishment, assessing compliance with health and safety standards, and ensuring adherence to the COVID-19 lockdown regulations specifically related to alcohol sales and consumption.

Our Approach

Pista Ventures developed a multifaceted approach to address the brief effectively:

  • Deployment of Audit Teams: Organized into small groups, auditors were equipped with checklists and tools for comprehensive evaluation.
  • Stakeholder Engagement: Engaged with local authorities, establishment owners, and community leaders to foster cooperation.
  • Data Collection and Analysis: Gathered both quantitative and qualitative data on compliance levels, operational challenges, and community impact.
  • Feedback and Support: Provided immediate feedback to establishment owners on areas for improvement and resources for compliance.

Outcomes

The audit revealed a broad spectrum of compliance across the establishments:

  • High Levels of Certification Compliance: Most taverns and shebeens possessed the necessary business and health certifications.
  • Varied Health and Safety Compliance: There was a significant variance in health and safety standards, with some establishments excelling and others falling short.
  • Adherence to Lockdown Regulations: A majority complied with the alcohol restrictions, though some non-compliance issues were identified.

Challenges

Several challenges were encountered during the audit:

  • Resistance from Some Establishment Owners: Some were hesitant to participate, fearing repercussions for non-compliance.
  • Logistical Constraints: The vast geography and density of establishments in Kwazulu Natal presented logistical difficulties.
  • Data Collection Consistency: Ensuring consistency and accuracy in the data collected across teams and locations.

Learnings

The project offered valuable learnings:

  • The importance of clear communication and stakeholder engagement in conducting audits of sensitive nature.
  • The need for tailored support and resources for establishments struggling to meet compliance standards.
  • The effectiveness of direct feedback in facilitating immediate improvements in compliance.

Impact on Policy

The audit’s findings provided critical insights that informed policy recommendations for balancing public health concerns with the economic viability of alcohol establishments. These recommendations included more targeted support for compliance, adjustments to regulations to better suit the realities of township and rural establishments, and the development of a more collaborative approach between government and businesses in managing pandemic-related restrictions.

Impact on Township and Rural Women & Youth

The audit indirectly impacted township and rural youth by ensuring their community spaces were safer and compliant with health guidelines, thereby reducing their risk of COVID-19 exposure. Furthermore, by supporting the survival of these establishments, the audit helped preserve important social and economic hubs that offer employment and community engagement opportunities for the youth.

Insights on Alcohol Establishments

Quantitative and qualitative insights revealed:

  • Quantitative Insights: A measurable disparity in compliance levels related to different aspects of the regulations, highlighting the need for differentiated support mechanisms.
  • Qualitative Insights of Patrons: Patrons expressed a high level of awareness and concern regarding COVID-19, indicating a community readiness to support and adhere to necessary safety measures, provided they were clearly communicated and practically implemented.

Conclusion

The audit undertaken by Pista Ventures on behalf of THUD was a crucial exercise in navigating the delicate balance between public health and economic activity during the COVID-19 pandemic. It not only highlighted the challenges faced by taverns and shebeens in complying with stringent regulations but also shed light on the resilience and adaptability of these community establishments. The project underscored the importance of cooperative efforts between the government, business owners, and the community in ensuring health and safety without compromising the economic fabric of township and rural areas. The insights gained from this audit are invaluable in guiding future policy and support interventions, ensuring that they are both effective and empathetic to the realities on the ground.
