Civic Engagement: designing a new image for eThekwini Municipality.

Background

The eThekwini Metropolitan Municipality, previously known as the Durban Metropolitan Council, has been using a logo that features a dark blue field with a light blue and white representation of the dome of the Durban City Hall. The City Hall, built in 1910, serves as the seat of municipal government and is a near replica of the Belfast City Hall in Northern Ireland. In an effort to modernise its image and reflect the municipality’s growth and transformation, eThekwini Municipality has partnered with Born and Bred and in turn a collaboration with Pista Ventures to develop a new logo. This case study explores the process and rationale behind this rebranding initiative, highlighting the importance of city branding in socioeconomic development, strategy development, and policy formation.

Understanding City Branding

City branding involves creating a distinct and positive image for a city, which can influence perceptions, attract tourists and investors, and foster civic pride. It encompasses various elements, including logos, slogans, and visual identities, that together represent the city’s unique characteristics and aspirations.

For eThekwini Municipality, the new logo aims to:

  • Reflect the city’s rich cultural heritage and vibrant diversity.
  • Symbolise progress and modernisation while honouring historical roots.
  • Enhance the city’s identity in both national and international contexts.

Branding as a Tool for Socioeconomic Development

City branding can significantly impact socioeconomic development by:

  • Attracting Investment: A strong brand can attract business and investment, leading to job creation and economic growth. A new logo for eThekwini Municipality can signal a commitment to innovation and development, making the city more attractive to investors.
  • Boosting Tourism: An appealing and recognisable logo can enhance the city’s image as a tourist destination. By capturing the essence of Durban’s unique attractions, the new logo can help increase tourist arrivals and related economic benefits.
  • Enhancing Civic Pride: A well-crafted city brand can foster a sense of pride and belonging among residents. This can lead to greater community engagement and support for local initiatives, further driving socioeconomic development.

Branding as a Tool for Strategy Development

Effective city branding can guide strategic development by:

  • Setting a Vision: The branding process involves defining a clear vision for the city’s future. This vision can align with broader strategic goals, such as economic diversification, sustainable development, and improved quality of life for residents.
  • Aligning Stakeholders: A strong brand can unify various stakeholders, including government entities, businesses, and community organisations, around common goals. This alignment can facilitate coordinated efforts and resource allocation towards strategic initiatives.
  • Driving Marketing Efforts: A distinctive brand provides a foundation for marketing and promotional activities. For eThekwini Municipality, the new logo will serve as a key visual element in campaigns aimed at promoting the city’s assets and opportunities.

Branding as a Tool for Policy Formation

City branding can also influence policy formation by:

  • Informing Policy Priorities: The branding process can highlight key areas of focus, such as cultural preservation, environmental sustainability, and economic innovation. These priorities can be integrated into policy agendas to ensure that the city’s development aligns with its brand identity.
  • Enhancing Policy Communication: A coherent brand can improve the effectiveness of policy communication. A consistent and recognisable logo helps convey policy messages more clearly and can increase public understanding and support for policy initiatives.
  • Monitoring and Evaluation: The goals and objectives set during the branding process can serve as benchmarks for evaluating policy outcomes. This can help policymakers track progress and adjust strategies as needed to achieve the desired impact.

Enhancing the Logo Redesign through a Multi-prong Approach

Born and Bred & Pista Ventures ideated a competition format to engage citizens in the redesign of the eThekwini Municipality logo. This format includes various creative avenues: essays, fashion textile and furniture, design & digital, art sculpture & craft, lyric and dance, and food.

By drawing on these diverse forms of expression, the multi-prong approach aims to gather rich, multifaceted data to inform the new logo and brand identity.

Multi-prong Approach and Its Benefits

1. Essays

2. Fashion Textile and Furniture

  • Contribution: Fashion and textile designs, as well as furniture, reflect cultural heritage, contemporary trends, and local craftsmanship.
  • Benefit: This category highlights the aesthetic preferences and unique cultural motifs of eThekwini, which can inspire elements of the logo design, such as patterns, colours, and textures.

  • Contribution: This includes graphic design, web design, and other digital media creations that can offer innovative and modern interpretations of the city’s identity.
  • Benefit: Digital designs can showcase cutting-edge trends and creative approaches to visual communication, ensuring the logo is contemporary and forward-looking.

4. Art Sculpture & Craft

  • Contribution: Sculptures and crafts provide a tangible and often traditional perspective on local art and heritage.

5. Lyric and Dance

  • Contribution: Lyrics and dance routines capture the rhythmic and performative aspects of the city’s cultural life.
  • Benefit: The dynamic energy and expressive nature of lyrics and dance can inspire the logo’s movement and flow, making it vibrant and lively.

6. Food

  • Contribution: Culinary creations represent the diverse gastronomic culture of eThekwini.
  • Benefit: Food can be a powerful cultural symbol, and elements like colour palettes and motifs inspired by local cuisine can be integrated into the logo to reflect the city’s diversity and flavour.
